チャットを開始する をクリックするだけでランダムに選ばれた "誰か" とチャットができるサービスです。
入力が必須ではありませんが簡単なプロフィールとアイコン画像をアップロードすることもできます。
先程私も数名と話しましたが新鮮で楽しいですね。
動きもスムーズですし何より登録等なく手軽に始められるのでちょっとした空き時間に気軽に話せます。
1クリックでチャットルームを作成できるサービスはありますが全く知らない人と話せるものは初かも知れませんね。
知らない誰かと話したい方はアクセスしてみてはどうでしょう?

I just wanted to ask you what this ChatPad is? - Is it a program I can download and use myself?
